Although the public healthcare system encounters obstacles in its digital transformation, initiatives from the private sector and national strategies are facilitating wider adoption of IoT technologies.

The Romanian government is committing significant financial resources to healthcare digitalization through its National Recovery and Resilience Plan (PNRR). This plan has earmarked around US$ 117 million (approximately €100 million) for telemedicine initiatives and between US$ 351 million and US$ 468 million (around €300 million to €400 million) for the digitalization of hospitals. This demonstrates a strong commitment to enhancing digital health as a vital aspect of healthcare delivery, as noted in a scoping review on telemedicine education in Romania published in PMC in May 2025. Additionally, the Ministry of Health initiated a public consultation in July 2025 for a US$ 35.1 million (about €30 million) project aimed at implementing an Integrated Information System to digitize its operations within the PNRR framework, as reported by Romania Insider in July 2025.

Telemedicine has made notable progress, especially following the COVID-19 pandemic. Initial provisions that allowed family doctors and specialists to conduct remote consultations were extended beyond the emergency period, marking a significant milestone for Romania's digital public health landscape. This foundation supports the integration of IoT-enabled remote monitoring for chronic illnesses, which could help reduce healthcare expenditures by easing the burden on the public health system, as discussed in a study on digital public health in Romania.

Despite facing challenges such as outdated IT infrastructure in many public hospitals and varying levels of digital literacy among the population, the considerable investments and strategic emphasis on digitalization are fostering an environment conducive to the ongoing growth and adoption of IoT medical devices in Romania.
