The federal coalition agreement for 2025–2029, introduced by the newly formed government in January 2025, prioritizes digital healthcare within national policy. This strategic focus acknowledges the importance of technology in enhancing traditional care models and facilitating personalized healthcare services.
The National Institute for Health and Disability Insurance (RIZIV/INAMI - NIHDI) has initiated an inter-federal eHealth Action Plan aimed at establishing a cohesive healthcare ecosystem. This initiative emphasizes the development of a unified eHealth architecture that promotes the sharing of existing ICT platforms and components, thereby improving interoperability throughout the healthcare system.
Belgium has also reached a significant achievement by becoming one of only three European nations to implement a structured reimbursement framework for digital health applications. As of January 1, 2025, hospitals can receive funding from RIZIV/INAMI to monitor patients with chronic heart failure remotely using certified medical applications. This represents a crucial transformation in care delivery, with 24 hospitals already involved and eight approved applications—including those from MEDVIA members like BeWell WellHome, moveUP, FibriCheck, and Comarch HomeHealth 2.0—currently in operation. The initiative aims to decrease hospital admissions and is anticipated to extend to other patient demographics, such as those with diabetes and sleep apnea.
Additionally, the Belgian Parliament’s House of Representatives released a draft resolution in September 2024 advocating for accessible and affordable digital health solutions. This resolution calls for increased investment and the creation of a comprehensive legal framework that addresses data processing, security, prescription protocols, and reimbursement mechanisms. By tackling the persistent fragmentation in healthcare data and fostering interoperability, Belgium is positioning itself as a frontrunner in the adoption and integration of IoT medical technologies.
