Telecommunications relay service allows people who are deaf, hard of hearing, deafblind, or speech impaired to communicate by telephone in a manner that is functionally equivalent to the telephone service used by people without disabilities. In all forms of telecommunications relay service, a communication assistant or other authorized intermediaries, such as automatic speech recognition, are used to facilitating phone conversations between deaf, hard of hearing, or speech-impaired individuals and other people.

For instance, on May 10, 2021, the U.S. General Services Administration (GSA) stated that it has started working to improve the relay services available to federal agencies. GSA would transition current users of GSA’s FedRelay contract, without interruption of services, to the Telecommunications Relay Services overseen by the Federal Communications Commission (FCC), and GSA’s Multiple Award Schedule (MAS).
