The challenges are equally pronounced: rapid advances in counter-UAS and electronic warfare turn navigation resilience (anti-jam/anti-spoof), datalink robustness, terminal discrimination, and survivability into a continuous adaptation race; greater autonomy amplifies verification/validation burdens, cybersecurity risk, and liability around misidentification and collateral damage, often tightening export controls and compliance scrutiny; and because these are munitions, storage/transport safety, training and rules of engagement, and integration with friendly identification and airspace management are “hard” system problems—if programs cannot balance cost, producibility, maintainability, and wartime attrition rates, scaling and sustained replenishment become the limiting factors.
