In February 2015, the Zagame submitted a development application to the Melbourne City Council (MCC) and in April 2015, council rejected the development plan.

In June 2016, Zagame submitted a planning application to the MCC.

As of July 2017, Zagame is in process of seeking planning approval from the MCC.
