Xayaburi Power Company Limited (XPCL) is undertaking the Xayaburi Hydroelectric power plant project on Mekong River’s mainstream in Xayaboury, Laos.
The project involves the construction of a 1,285MW hydro electric power plant.
It includes the construction of a dam, a power house, substations, head race tunnels and other related facilities, and the installation of turbines, generators and transformers and the laying of transmission lines.
CH Karnchang PCL's subsidiary XPCL signed a memorandum of understanding (MoU) with the Lao government, to conduct a survey, the feasibility study for the project in the year 2008 and the construction of the project.
The MoU was made with Electricity Generating Authority of Thailand (EGAT) by Ch Karnchang Public Company Limited and PT Construction & Irrigation Company Limited of Thailand for the sale of an average 1,220 MW of electricity generated from the plant at the levelised tariff.
The project is being financed with loans from five Thai commercial banks — Bangkok Bank, Krungthai Bank, Siam Commercial Bank, Kasikornbank and Tisco Bank.

In February 2011, XPCL received approval from the government for development of the project .
Poyry has been appointed as a technical consultant and ANDRITZ to supply electromechanical equipment for the project.
In February 2015, 40% construction work on the project completed.
In November 2015, Construction work on the project was 60% completed.
In May 2016, CH. Karnchang PLC approved US$531.7 million loan to subsidiary Xayaburi Power Co. Ltd. for the development of the remaining project.
As of February 2017, 73% of the construction works were completed on the project.
Construction activities are underway and are scheduled to be completed by the end of 2019.
