Victorian Rail Track (VicTrack) in association with Department of Housing Victoria, (DHS), Department of Health & Human Services (DHHS) and Bayside City Council (BCC) are planning to undertake the construction of a mixed use facility in Melbourne, Victoria, Australia.

ARM Architecture (Ashton Raggatt McDougall) and JAM Architects were appointed as architects, Arup Pty Ltd and Cardno Ltd as study consultants and Traffix Group Pty Ltd as traffic consultant
In December 2013, MGS Architects has prepared Urban Design Framework (UDF) in collaboration with other consultants.
In March 2014, an Expression of Interest was invited (EoI) in the process of seeking the developer.
In June 2014, six companies shortlisted from the Request for Proposal (RFP) they are:
1. A joint venture (JV) Brunswick Group Pty Ltd and Icon Developments Australia Pty Ltd; 2. A JV of Citta Property Group Pty Ltd, Forty First Natro Pty Ltd and Qualitas Property Partners Pty Ltd. 3. EPC Pacific Pty Ltd; 4. MAB Corporation Pty Ltd; 5. Mirvac Victoria Pty Ltd; and 6. Stockland Developments Pty Ltd.
On April 1, 2015, EPC Pacific Pty Ltd was appointed as associate developer for the project
In October 2015, VicTrack and DHHS proposed 16 apartments for the development.
On July 26, 2016 the plans were refused and VicTrack has confirmed the redevelopment is expected to include up to 240 apartments.
In December 2016, EPC Pacific Pty Ltd submitted revised planning application to Bayside City Council.
In June 2017, Bayside City Council rejected the project plans.
