The National Holding Company(NHC) Uzbekneftegaz is planning to develop the Shale oil processing complex project at Sangruntau, Navoi region, Uzbekistan.
The project involves the construction of oil processing plant, a power plant, storage facilities, a distillation unit, Solid Heat carrier units and other related facilities.
The project will be implemented in following two phases:
The first phase involves the construction of processing complex with annual capacity of 2MTPA of oil shale. It includes the construction of two units of solid heat carrier (UTT-3000) with a production capacity of 1MMTPA each slate.
The second phase involves the construction of commercial development (power plant) with annual capacity to 8MTPA and shale production to 1MTPA of oil products. It includes the construction of eight units of solid heat carrier (UTT-3000) with the production capacity of 1MMTPA each slate.
The project further plans to expand to 24MTPA of oil shale.
The project is funded by Uzbekneftegas credited from Fund for Reconstruction and Development of Uzbekistan and foreign borrowings.
In October 2015, Uzbekneftegaz will re-announce the tender to select the licensor for a technology of oil shale processing in second quarter 2016. Initially the tender was announced in 2013, however, the competition was cancelled due to lack of competitive offers.
The project is facing delay due to financial issues.
