In January 2017, UPL, Thor, and First Avenue submitted a planning application to the Minneapolis City Council (MCC).

On January 13, 2017, the project was approved by the MCC, followed by the Minneapolis Park and Recreation Board (MPRB) on January 25, 2017.

On June 7, 2017, MPRB approved the execution of an exclusive rights agreement between the City of Minneapolis and a development team UPL, Thor, and First Avenue for the project.
