The project is planned to be implemented in phases as part of ports development plans by the consortium of Tanzania Ministry of Infrastructure Development (TMID) and Uganda Ministry of Works and Transport.

TPA issued design, build and finance tender for the project on March 27, 2014, with opening of the bids planned on 27 June, 2014. TPA extended the bid opening date to January 27, 2015 on request of the bidders to prepare bidding documents. However, no bidders have shown interest until the extended date.
