Tato Hydro Power Private Ltd (THPPL), a special purpose vehicle (SPV) formed by Reliance Power Ltd is planning to undertake the construction of Tato II Hydroelectric Power Plant project in Arunachal Pradesh, India.
The project involves the construction of hydroelectric power plant with a capacity of 700MW. It includes the construction of four units, each with a power generating capacity of 175MW.
It includes the construction of two horse shoe shaped diversion tunnels of 600m, coffer dams, spillway, reservoir, two 4km long head race tunnels, surge shaft, four pressure shafts, four pen stocks, tail race tunnel, main access tunnel, underground collection gallery, a pothead yard, underground power house to install the turbines, generators and Vertical Francis type turbines, and laying of transmission lines.
N_Arc Consulting has been appointed as lead consultant to prepare detailed project report (DPR) and SNC Lavalin appointed as the project management consultant.
The project is being implemented on built, own, operate and transfer (BOOT) basis. N_Arc completed the process of preparation of DPR.
In November 2011, THPPL has issued RFQ's for the companies to build Tato II under different packages with the submission due date as December 26, 2011. THPPL/Package 1 is an engineering, procurement and construction (EPC) contract package including civil works, infrastructure works, diversion, dam, intake, hydro-mechanical works, and appurtenant works.
THPPL/Package 2 is an EPC Contract package including infrastructure works, headrace tunnel, surge shaft penstock, powerhouse complex, tailrace tunnel, and hydro-mechanical works.
In February 2012, RPL has issued request for qualification for electrical and mechanical (E&M) contracts. The contracts are as follows:
THPPL/Package-3A including execution of E&M works covering turbines, generators, auxiliaries, balance of plant and small hydro plant but excluding scope of Package-3B, 3C and 3D.
THPPL/Package-3B includes design, manufacturing, supply, transportation, storage, supervision, installation, testing and commissioning of Transformers.
THPPL/Package-3C includes design, manufacture, supply, transportation, storage, supervision of installation, testing, and commissioning of GIC and Pothead Yard Equipment.
THPPL/Package-3B includes design, manufacture, supply, transportation, storage, supervision of installation, testing, and commissioning of XLPE cables.
In October 2012, THPPL received techno economic clearance from CEA.
The company has signed a power purchase agreement (PPA) with BSES Rajdhani Power and BSES Yamuna Power.
In first quarter 2014, the project was put on hold as forest advisory committee of the Union ministry of environment and Forests wanted more time to assess the impact.
In April 2015, a committee was formed to discuss the diversion of 313.88ha of forest land.
On December 7, 2015, in pursuance of request of State Government, the Ministry of Power has reviewed and requested Ministry of Environment, Forests & Climate Change to consider relaxing the conditions imposed in study report.
As of March 2016, Ministry of Environment, Forest and Climate Change is working for forest clearance.
In August 2016, Ministry of Environment, Forest & Climate Change (MoEFCC) held an Expert Appraisal Committee (EAC) review meeting in consideration of Draft Report.
SNC Lavalin Engineering India Pvt Ltd. has been appointed as mechanical engineer.
Project is being delayed due to environmental issues and THPPL is waiting for environmental clearance from respective authorities.
