Tehri Hydroelectric Development Corporation (THDC) is planning to undertake the construction of a thermal power plant in Khurja, Uttar Pradesh, India.
The project involves the construction of a 1,320MW thermal power plant on 580ha of land. The project will be implemented in two units of 660MW each.
It includes the construction of a powerhouse, a substation, the installation of turbines, transformers, generators, the laying of transmission lines.
The project has received preliminary approval from the Energy Task Force (ETF). Power Purchase Agreements (PPA’s) for entire energy have been signed with five beneficiary states (Uttar Pradesh, Uttarakhand, Delhi, Himachal Pradesh and Rajasthan).
NTPC Ltd has been appointed to undertake the preparation of the pre-feasibility report (PFR), terms of reference (ToR) for environmental impact assessment (EIA) and technical specifications for the project.
Coal transportation and railway siding studies have been carried out through RITES Ltd.
In August 2011, THDC submitted ToR and PFR to the Ministry of Environment and Forest (MoEF).
In June 2012, THDC's board approved the expenditure on the feasibility report and the detailed project report (DPR) for the project and initiated negotiations with the state government of Uttar Pradesh for land acquisition.
Out of total 580ha land required, about 485ha has been acquired in four villages of Khurja Tehsil.
In December 2013, THDC signed a memorandum of understanding (MoU) with Uttar Pradesh State Industrial Development Corporation (UPSIDC) for transfer of the possession of already acquired 485ha of land to implement the project.
DPR of the project is being revised considering the availability of entire land to implement the project after re-routing the highway.
On October 10, 2014, THDC is seeking recommendation towards land acquisition, re-routing of National Highway-91 and expenditure for providing fencing, leveling, diverting village roads, administrative and establishment expenses for secure possession of the land submitted to Ministry of Power.
In August 2015, the Public Investment Board (PIB) approved for starting pre-construction activities on the project, land acquisition has completed and THDC is in the process of submitting a detailed project report (DPR).
In September 2016, the Union Ministry of Coal allocated the Amelia coal mine to THDC for the project implementation.
In April 2017, THDC received conditional approval for the project.
