The Spirit of California Entertainment Group Inc. (SoCEG) is planning to build a mixed-use complex in Tracy, San Joaquin County, California, the US.

The project involves the construction of a mixed-use complex on 809.37ha of land and will be developed in phases. It includes the following.

a. Construction of a 42ha motor home park which accommodates approximately 1,150 motor home sites, 5 story with 350 overnight campsites rooms, 29,264m2 of luxary hotel on 2.6ha of land, 50 tent cabins, 25 permanent cabins and 250-day camp picnic sites, two small lakes, a grocery and supply store, swimming pools, recreation room, laundry facilities and a motor home dump facility.

b. 81ha of a sports complex with 23 baseball and softball fields, 14 soccer fields, four football or lacrosse fields, batting cages, a small sporting goods store, vending machines and locker rooms.

c. 121ha of motor sports park with 12 different racing tracks including BMX bicycle track, motocross, off road trucks, boat racing, tractor pull, go-cart, dirt and paved ovals, drag strip and three separate configuration road courses and three vehicle research center specific test venues.

d. 42ha of festival grounds with 8,000-seat arena and accommodation for over 100,000 people.

e. 36ha of space for 500-room, four-star hotel with eight restaurants, 6,967m2 of retail space, arcade, a business center and luxury spa, a 13,935m2 casino with 2,500 slot machines, 75 card tables and 2,500-seat bingo and keno area, and a 139,354m2 convention center, located on the east side of Tracy Boulevard.

It also includes the construction of a 900 permanent slip and 400 transient slip boat marina with 23,225m2 of shopping area, specialty stores, restaurants and outdoor cafes and entertainment space with an independent film and TV production studio, a comedy museum and a performing arts theater, and a vintner center with 1,500-seat amphitheater, retail shops, spa center, cafes and picnic areas, and a golf course.

In November 2012, Tracy City Council approved the project.

The Totally Fun Company has been appointed to provide feasibility studies and design concepts for the project.

Aecom, Kier and Wright Civil Engineers, Engeo, Lexington Design & Engineering and TerraStar Energy has been appointed as the design consultants.

Gates and Associates have been appointed as the landscape architect and Schack and Company Inc. has been appointed as architect.

In December 2017, SoCEG completed conceptual site plan for phase one.
