A joint venture of SacOil Holdings, Public Investment Corporation SOC Ltd (PIC) and The Instituto de Gestao das Participaoes do Estado (IGEPE ), is planning to undertake the laying of gas pipeline between Rovuma Basin, Cabo Delgado Province in Mozambique and South Africa.
The project involves the laying of a 2,600km pipeline, the construction of storage terminals, metering stations and compressor stations, and the installation of valves and control stations.
A joint development agreement (JDA) was signed on December 3, 2014. JDA is setting up a technical working group to commence pre-feasibility studies.
The feasibility studies will cover engineering, market development, gas purchasing, economic, financial, technical and commercial risk profiles as well as environmental, social and regulatory issues.
In March 2016, the cooperation agreement was signed between Mozambique's National Hydrocarbon Company (ENH), SacOil, Profin Consulting, and the China Petroleum Pipeline Bureau (CPP).
The CPP will finance and carry out the pre-investment studies. It will also secure seventy percent of the project's budget from Chinese financial institutions while the other investments will come from Mozambique and South Africa.
The Governments of Mozambique and South Africa are in discussions to undertake the project.
