SYCTOM is undertaking the reconstruction of a waste treatment plant at Ivry-sur-seine in the Ivry-Paris XIII, France.

The project involves the reconstruction of existing Ivry-Paris XIII waste treatment plant. It will include the construction of a new incineration plant with a capacity of 350,000tpa, a mechanical-biological sorting unit, a biogas plant, a waste reclamation center, processing units, storage facilities, administrative buildings, access roads and parking facilities and the installation of electrical and fire protection systems, and other related facilities.

In February 2015, the design, build and operation contract with 12 years construction and 23 years operation timeline was awarded to the IP13 Group led by Sita, a subsidiary of Suez Environnement with Vinci Construction France (VINCI Environnement, Chantiers Modernes Construction and Vinci Energies), Eiffage TP, Inova Groupe, Satelec, Hitachi Zosen Inova, BG Ingenieurs Conseils, AIA Architects.

VINCI Environnement is responsible for design and the construction of organic waste treatment and Waste-to-energy generation facilities, the development work relating to the mechanical-biological process, the water-steam cycle in the energy-from-waste unit and the on-site water treatment system and the installation of the series of stacks.

Chantiers Modernes Construction is responsible for civil engineering works, demolition of obsolete facilities and the construction of buildings, access roads and other related facilities. VINCI Energies will be responsible for design and construction activities related to electrical and fire protection systems.

Sita is responsible for operation of the plant and BG Ingenieurs Conseils will provide the project management throughout the design and construction phases of the project.

Under the contract; the IP13 Group is responsible for current plant continues to operation and the construction and operation of new facility.

In October 2015, local people opposed the project due to environmental impacts.

On December 7, 2016, Union council of Syctom was supposed to vote in order to begin work on the construction of the new Ivry-Paris 13 incineration plant, however, the building permit and the demolition permit, got postponed.

Discussions are underway for the further project development and the construction is scheduled to commence in the fourth quarter of 2017.
