SEM-Calaca (SEM), a unit of Semirara Mining Corporation (a unit of the Consunji-led DMCI Holdings Inc.), Manila Electric Co (Meralco) and Marubeni Corp (Marubeni) are undertaking the expansion of a power plant in Batangas, Philippines.
The project involves the construction of a 1000MW coal-fired power plant and is being implemented in two phases.
The first phase includes the construction of 300MW (2x150MW) power plant, the second phase includes 700MW (2x350MW).
It includes the construction of a coal stock yard, an ash pond, a water transmission pipeline, raw water storage tanks, a switch-yard for power evacuation, a powerhouse, and a substation, the installation of turbines, generators, and transformers, and the laying of transmission lines.
In September 2011, South Luzon Power Generation Corp. was appointed for acquiring, designing, developing, constructing, expanding, and operating the project.
In February 2012, the project secured US$270 million from three banks, Henry Sy-owned Banco de Oro Unibank Inc., Bank of the Philippine Islands of the Ayala Group and China Banking Corp for the expansion of its first phase. It is in talks with local banks for a loan that will fund the debt portion of its second phase expansion requirements.
China National Electric Engineering Co. Ltd has been appointed as turnkey contractor for the first phase of the project.
St. Raphael Power Generation Corp. was formed as a joint venture between Semirara and Meralco Powergen Corp. for the development of the project.
St. Raphael Power Generation Corp. is looking for third partner in developing the project.
The second phase will be developed under the share capital of 40% by DMCI, 40% by Meralco and 20% by new partner.
In the fourth quarter of 2015, construction works on the first phase completed.
St. Raphael Power Generation Corp. is awaiting Energy Regulatory Commission's (ERC) approval of power supply agreement between its partners.
Planning activities on the second phase are underway.
