In March 2012, AECOM Australia Pty Ltd (AECOM) was commissioned by RMS to undertake a preliminary feasibility study on strategic design, traffic assessment, and economic analysis and cost estimation of identifying potential options.

In June 2013, RMS completed a preliminary feasibility study that identified 15-route-options, of which four options were considered:
i. Central Route
ii. Northern Route Option 1
iii. Northern Route Option 2
iv. Southern Route.
The assessment indicated cost estimates ranging from US$300 to US$600 million.
In November 2014, work started on route to identify a preferred bypass corridor.
In March 2015, The NSW Government committed to fund US$71.13 million towards funding, which was approved in June 2015.
In September 2015, community consultation process commenced and completed in October 2015.
In January 2016, RMS invited application for community representatives for a value management workshop to select a preferred bypass route, with application submission date by February 12, 2016.
In June 2016, NSW government committed to provide funds in the 2016 - 2017 state budget for the project.
In December 2016, The Construction route for bypass was identified between Newington lane (west of Singleton) and the New England Highway. Also, project secured $92 million funding from the government.
