The Administration Portuaire De Quebec also known as the Quebec Port Authority (QPA) is planning to undertake the development of Beauport 2020 project at the port of Quebec in Canada.
The project involves the expansion of the port of Quebec which will be executed in two phases. Initially, the first phase will be developed with the investment value of the US$152 million and later the second phase with the value of US$273 million.
The first phase involves the expansion of current wharf line by 610m with a water depth at low tide of 16m, the construction of a containment dyke to create 17.5ha area of additional area for the development of equipment for material handling, transshipment, and storage, the extension of an existing railway track on the Port Authority property, the extension of the emergency emissary of the Beauport wastewater treatment station, construction of a container terminal and the installation of related equipment. However, the scope of the second phase is not yet revealed.
The QPA will be responsible for the design, construction, leasing of land for post-construction operation of the port by users, and decommissioning of the terminal, if necessary.
QPA requested US$49 million to the federal government for the development of the first phase.
On July 31, 2015, QPA formally requested a permit to submit the project environmental assessment (EA) to the Canadian Environmental Assessment Agency (CEAA) and received the confirmation from the Minister of Environment, that the Agency will conduct an EA.
August 10, 2015, CEAA commenced an EA and the environmental impact assessment (EIA) was prepared by EnGlobe Corp.
On 17 November 2015, QPA presented the project plan to the Quebec City Council (QCC).
In January 2016, CEAA has allocated US$1.4 million to the 13 applicants to assist their participation in the federal environmental assessment and the 13 applicants submitted their applications on November 30, 2016.
In January 2017, CEAA has given the approval to initiate the environmental impact study and simultaneously commenced the federal EA along with the public consultation. The public consultation was held up to February 10, 2017.
As of February 2018, QPA is awaiting federal EA approval which is expected to obtain by the fourth quarter of 2017 and the development is also facing oppositions from the local residents of the region.
Subject to approval, construction works on the part of the first phase comprising wharf and rebuilding of the beach is expected to commence in the third quarter of 2018 to first quarter of 2020. The entire first phase is scheduled for operation in 2020.
The entire project is expected to be completed by 2022.Scope
