PT Pertamina (Pertamina) and Rosneft Oil Company (Rosneft) is planning to undertake the construction of second oil refinery in western Indonesia.

The project involves the construction of a refinery with a production capacity of 300,000 barrels per day (bpd) (17.41 million m3 per annum) of oil.

The project includes the construction of a steam generation plant, oil storage facilities, a petrochemical plant, processing units, a production unit, an administrative facility, a distribution unit and other related facilities, and the installation of related equipment and machinery.

The project will be implemented through public-private partnership mode.

The government has assigned Pertamina to manage new refinery by partnering with Saudi Arabia oil company Saudi Aramco. However, a final agreement with Saudi Aramco is yet to be signed.

PT Pertamina has announced a US$13.8 billion deal with Russia’s Rosneft Oil Company to jointly develop Pertamina’s first oil refinery.

Planning activities are underway and construction works are scheduled to be completed by 2023.
