PT Pertamina (Persero) (Pertamina) in joint venture with Rosneft Oil Company (Rosneft) is planning to undertake the construction of a crude oil refinery project in East Java, Indonesia.

Pertamina own 55% stake and Rosneft own 45% stake in the project.

The project involves the construction of Grass Root Refinery (GRR) with a capacity of 300,000 barrel per day (bpd) on 450ha of land.

It includes the construction of storage tanks, processing unit, truck loading facilities, berths, chemical laboratory, an administrative facility and related infrastructure, and the installation of machinery.

In November 2015, Pertamina evaluated the bids received from 20 investors to build the refinery.

As of December 2015, 78% of the land acquisition process was completed.

In April 2016, Pertamina scaled down the list of bidders to six companies namely Kuwait Petroleum International, China Petroleum and Chemical Corporation Ltd (Sinopec), a consortium of PTT Global Chemical Plc and Thai Oil Ltd, Indian Oil, Saudi Aramco and Rosneft.

On May 21, 2016, Pertamina signed a framework agreement with Rosneft to build the refinery.

In October 2016, Pertamina and Rosneft were deposited US$200 million each to develop the project.

As of November 2016, bankable feasibility study (BFS) activities are underway which is scheduled to complete in February 2017. The final investment decision (FID), basic engineering design (BED) and front end engineering design (FEED) are expected to complete in 2017.

The ground breaking is scheduled in 2018. The project is scheduled to complete by 2021.


The project involves the construction of a grass root refinery with a capacity of 300,000bpd on 450ha of land in Tuban, East Java, Indonesia.
