Four firms were shortlisted for the tender process including Keppel Infrastructure Holdings Pte Ltd, Sembcorp Utilities Pte Ltd, Tuas Power Ltd, and YTL Power International Berhad.

On February 7, 2017, PUB issued a request for proposal to four pre-qualified applicants.

The successful applicant will enter into a 25-year water purchase agreement to supply desalinated water to PUB.

Tender activities are underway and construction is expected to be complete by 2020.
