The Public Transport Victoria (PTV) is planning to construct a rail link in Victoria, Australia.
The project involves the construction of a rail line. It will include the construction of stations, bridges, culverts and related infrastructure, the installation of signals, lights and overhead transmission lines, and the laying of rail tracks.
The study work for the project is being carried out in two stages.
In mid-2011, the Victoria State Government announced US$4 million study for establishing a rail link.
In September 2011, URS Australia, AECOM, Aurecon and Jacobs Engineering Group (formerly Sinclair Knight Merz) were appointed as study consultants to technically assess the feasibility of rail to Doncaster and to seek community ideas and input.
URS Australia will independently coordinate and review a number of technical studies as well as lead the community consultation process.
In early 2012, the study team conducted community consultation. The team developed three route options.
Option I of Rapid Transit, following the route of the Eastern Freeway.
Option II of ,"Local Access 'Stopping All Stations' theme involves the route connecting up with Kew Station
Option III of Orbital Network "South to Box Hill" theme connecting Doncaster passengers to the existing network at Box Hill Station (the closest existing train station to Doncaster)
On June 5, 2012, Yarra Council selected Rapid Transit as its preferred option.
In March 2013, the Victoria State Government released the draft phase one study report for rail study for comment. The report recommends an alignment from the Doncaster Road Park and Ride facility and follows the Eastern Freeway to Hoddle Street. However, the council identified a number of failings in the phase one study report and made suggestions in the submission on how the proposed rail link can be improved.
In late 2013, PTV released the draft report for public consultation.
In February 2014, the first phase of study activities completed and the report was submitted for council response. The council supported the report’s recommendation for the Rapid Transit Option I (RT1) along the Eastern Freeway to Collingwood as the preferred route alignment between the Melbourne CBD and Doncaster, including the two proposed stations at Bulleen and Doncaster Park and Ride.
In April 2014, an advocacy paper was prepared for the Metropolitan Planning Authority for the project.
In September 2014, the project was delayed due to Manningham Council objections and State Government delayed the release of the final phase one Doncaster Rail study.
In October 2014, PTV responded to the phase one report stating the Doncaster line would not be delivered prior to the completion of the Melbourne Rail Link (now Melbourne Metro).
In November 2014, PTV released the final Doncaster Rail Study phase one recommendation report.
PTV is in process of securing funds to complete the phase two of the study process.
The developer is awaiting for funding to complete feasibility studies and additional investigations.
Subject to finalization of plans, funding, and approvals, the project is expected to be completed by 2029.
