PT Shenhua Guohua Power Jawa Bali (PT SGPJB) a joint venture of PT Pembangkitan Jawa-Bali (PJB) and China Shenhua Energy Company (CSEC) is undertaking the construction of Jawa 7 Coal-fired Power Plant project in Banten Province, Indonesia.
The project involves the construction of a 2,00MW (2x1,000MW) coal-fired power plant on 172ha of land. The project will include the construction of a substation, a powerhouse, a control room, storage tanks and related infrastructure, the installation of generators and transformers, and the laying of transmission lines.
The Hongkong and Shanghai Banking Corporation Limited (HSBC) has been appointed as transaction advisor and ERM Indonesia PT as EIA consultant.
On December 1, 2014, PLN invited expression of interest (EoI) from investors who have experience in building power projects with a scope, and size comparable to the project. The documents purchase was from December 5, 2014, to December 19, 2014, at the headquarters of PLN.
In 2015, seven international companies have submit their proposals includes – Consortium Shenergy Company Limited; Consortium of Sustainable Energy Ltd. and the SDIC Power Holdings Ltd.; China Huadian Corporation; the Consortium Huaneng Power International and China National Technical Import & Export Corporation-Wijaya Karya (WIKA); Consortium Ratchaburi Power-Banpu Public-Indo Tambangraya; and YTL Power International, a company from Malaysia.
Out of seven companies, the developer set six companies as responsive bidders based on the evaluation of proposals for technical between September 28, 2015, and October 28, 2015. YTL Power International is the non-responsive company for the bids.
PJB has completed land acquisition process for the project.
On December 10, 2015, China Shenhua Energy Company Limited was awarded the Build Own Operate Transfer (BOOT) contract for a concession period of 25 years and also signed a power purchase agreement (PPA) with PLN.
SHENHUA has secured funds for the project from China Development Bank.
In April 2016, construction works commenced.
On May 31, 2016, Guangdong Electric Power Design Institute has been appointed as the design consultant.
On July 6, 2016, SDEPCI and China Energy Engineering Group Zhejiang Thermal Power Construction Co., Ltd signed an EPC contract with PT SGPJB.
On September 29, 2016, loan agreement has been signed by PJB and PLN with China Development Bank of US$1,800 million and financial close of the project has been achieved.
In September 2017, 25% construction activities were completed.
Construction activities are underway with completion scheduled by 2019.
