PT Perusahaan Listrik Negaraare, Persero (PT PLN) is planning to undertake the construction of a coal-fired power plant in Serang, Banten Province, Indonesia.
The project involves the construction of a 2,000MW (2 x 1000MW) coal-fired power plant. It includes the construction of a substation, a powerhouse, a control room, storage tanks and related infrastructure, the installation of turbines, generators and transformers, and the laying of transmission lines.
The project will be funded by a consortium of PT Wijaya Karya Tbk (WIKA).
In early 2015, PLN launched the pre-qualification process for the development of the project. Six consortia that participated in the process are: SSP, CNEC and Wika; China Oceanwide, PJB, Shanghai Electric; YTL, Bumipertiwi, Indika; Mitsubishi, Kepco, Siemens, Barito Pacific; GDF, Mitsui, Adaro; and Sumitomo, Chubu, Wasamitra.
On April 18, 2016, the auction process was cancelled due to many irregularities and PLN notified this through independent consultant Ernst and Young Indonesia to bidders.
In September 2016, PT PLN directly appointed its subsidiary PT Indonesia Power as build, own, operate (BOO) contractor.
On September 30, 2016, Ministry of Energy and Mineral Resources requested PT PLN to tender to find a partner for PT Indonesia Power. PT Indonesia Power will issue tender to appoint the partner for the project.
Planning activities are underway.
