Selangor State Development Authority (PKNS) and Melati Ehsan Holdings Bhd (MEHB) are jointly planning to undertake the Kelana Jaya Sports Themed Mixed project in Selangor, Malaysia.

The project involves the construction of five 35-story apartment blocks, two 15-story business complex, a performing arts centre, parking spaces and an integrated sporting hub on 7.5ha of land.

The project includes the infrastructure facilities like access roads, water supply system, sewerage systems, and power related facilities.

MEHB's wholly-owned subsidiary Bayu Melati Sdn Bhd (BMSB) will propose improvements to the building and layout plans, design and building works on the commercial land.

BMSB will develop the project with its own funds and is entitled to sell, deal and receive the sale proceeds, except for the sports complex and performing arts center which will be surrendered to PKNS upon completion.

On June 12, 2012, MEHB rejected the project proposal due to opposition from local residents on issues with potential congestion from the construction of five 35-story apartment blocks and two 15-story business complexes.

In June 2012, Petaling Jaya City Council (MBPJ) decided to engage an independent audit and corporate governance committee to probe into discrepancies in Petaling Jaya Local Plan 2 involving the redevelopment of the PKNS sports complex.

In April 2016, BMSB entered into a conditional sale and purchase (S&P) agreement with Aturan Utama Sdn Bhd for the proposed land acquisition.

Scope

The project involves the construction of a mixed-use complex on the existing PKNS Sports Complex at Kelana Jaya in Petaling Jaya on 7.5ha land, Selangor, Malaysia.

The US$351 million project includes the following:

1. Construction of five 35-story apartment blocks

2. Construction of two 15-story business complex

3. Construction of a performing arts centre

4. Construction of an integrated sporting hub

5. Construction of parking space

6. Construction of access roads

7. Construction of water supply system

8. Construction of sewerage systems and power related facilities

9. Installation of elevators and safety systems
