In November 2013, the project was reviewed by state agencies during the Preliminary Land Use Service process.

On October 23, 2014, a public hearing was planned; however, it was removed from agenda by the Sussex County Council.

The planning and zoning commission revived the project plans on January 8, 2015.

The Sussex County Council reviewed the plans on February 3, 2015.

In March 2016, plans have been revised to 217 single-family homes and submitted to Sussex County Planning and Zoning Commission.

On June 23, 2016, the planning and zoning commission unanimously recommended approval of the application.

The public record on the application was finally closed during county council's October 25, 2016, meeting after all requested material had been processed, and public comments had been accepted for the record.
