In December 2013, OVR entered into a memorandum of understanding (MOU) with Tierra Del Fuego Power & Chemical Company Ltd (TEQSA) for the development of the proposed project. The focus of the MOU is to provide equity financing for the project construction while retaining the US-based management and operations team assembled by OVR.
TEQSA is a joint venture formed by China-based Shaanxi Coal and Chemical Industry Group, Co. Ltd., Shaanxi Xinyida Investment Ltd. and Jinduicheng Molybdenum Group, Co., Ltd.
In December 2013, OVR and TEQSA together selected Sinopec Engineering Inc. (SEI) to execute the FEED and the detailed engineering, procurement and construction (EPC) of the plant.
