ONGC is planning to undertake the development of the KG-DWN-98/2 Block at offshore Godavari Delta on the east coast of India.
The project involves the development of 11 oil and gas fields, in which four are oil fields and seven are gas fields on a 729,460ha of land.
It is divided into two areas: the Northern Discovery Area (NDA) and Southern Discovery Area (SDA).
Northern Discovery Area (NDA):
This area involves the development of fields and drilling of wells in eight regions, namely Annapurna, Kanakadurga, Padmawati, A, E, D/KT, U and W, with water depth of between 600 and 1,300m on a 380,000ha area.
NDA is further divided into three clusters: Cluster one; Cluster two; and Cluster three.
Cluster one involves the development of gas fields, while Cluster two includes the development of oil and gas fields.
Cluster two is comprised of both oil and gas fields, with oil fields grouped in Cluster two-A and gas fields in Cluster two-B. The oil fields are identified as A-two, P-one, M-three, M-one and G-two-two, whereas the gas fields are named R-one, U-three, U-one and A-one, and the Cluster two-A, which has estimated in-place reserves of 94.26MMT of crude oil and 21.75BCM of Associated Gas (i.e. Solution Gas + Gas Cap Gas).
Cluster two-B which has estimated in-place reserves of Free Gas of 51.98BCM.
Production is envisaged at a peak oil rate of 77,305bopd and 3.81MMSCMD of associated gas through 15 producer wells, along with 12 water injection wells with a peak water injection rate of 9,400m3/d from Cluster two-A oil fields. The peak production rate of free gas is envisaged at 12.75 MMSCMD from eight wells of Cluster two-B free gas fields.
NDA also involves the drilling of 35 wells, field infrastructure which will include a gas processing platform connected to a living quarter platform via a bridge, floating production storage and offloading (FPSO) vessel, and ten manifolds along with riser base manifolds. Subsea pipelines approximately 430km-long with diameters varying from 6in to 22in, and 151km of umbilical will also be required.
Southern Discovery Area (SDA):
This area involves the development of ultra deep (UD) water of 2,800 meters to hit oil and gas in UD-one discovery on a 349,460 ha area.
ONGC is yet to finalize the funding sources for the investment.
In March 2014, bids for the pre-FEED contract was submitted by Wood Group companies Mustang and JP Kenny, Worley Parsons unit Intec Sea, the US-based Universal Pegasus, the KBR subsidiary Granherne, Norway’s Aker Solutions and Xodus and in the third quarter of 2014, the contract was awarded to Intec Sea Sdn Bhd.
On March 28, 2016, a field development plan (FDP) for the cluster was approved.
In July 2016, Fugro Geotech Pvt Ltd has been awarded a geotechnical site investigation contract for study which will commence by the end of the third quarter of 2016.
In January 2017, ONGC issued tenders for drilling contractors. Bids submitted by Transocean Offshore International Ventures Ltd offered Deepwater Millenium, Discoverer India and Discoverer Luanda deepwater rigs while Ensco Maritime Ltd offered two of its rigs, Ensco 8500 and Ensco 8501. Other bidders include Seadrill Orion Ltd, Drillship Kythnos Owners Inc, Dupont Maritime LLC, Dynamic Drilling & Services, Ensco Maritime Ltd, Queiroz Galvano Leo Gas, Seadrill Orion, Universial Energy Resources Ind, Vantage International management Co and Japan Drilling Co.
In March 2017, ONGC submitted the plans for the construction UD-1 find at the project site. Planning application was submitted to Directorate General of Hydrocarbons (DGH) a declaration of commerciaility (DoC) and ONGC will also submit a final investment plan called the field development plan by end-2017 with the expected production is scheduled by 2022-2023.
In October 2017, DGH refused to review the DoC of UD-1 and has returned the proposal on grounds that developing the discovery poses technological challenges.
ONGC is expected to re-submit DoC and a field development plan to the DGH. Simultaneously ONGC is in the process of appointing a consultant for developing the UD-1 discovery. First gas production from the project is expected by 2020.
The project involves the development of KG-DWN-98/2 block in the Krishna Godavari basin at offshore Godavari Delta on the east coast of India.
