In February 2013, WWE filed a notice of intent (NoI) with Oregon Department of Energy (ODoE).

In May 2013, project order was issued by ODoE.

On December 19, 2014, WWE submitted a preliminary planning application to Energy Facility Siting Council (EFSC).

On July 1, 2015, ODoE completed the application for the site certificate.

On May 19, 2016, public hearing was commenced and the deadline to submit public comments by June 6, 2016.

On August 5, 2016, the ODoE issued a proposed order for the site certificate.

On May 24, 2017, the site certificate was issued.

In July 2017, NextEra has bought the development rights from Swaggart Wind Power LLC.

On January 18, 2018, the Federal Energy Regulatory Commission (FERC) rejected a protest by Columbia Basin Electric Cooperative and ordered Umatilla Electric Cooperative(UEC) to provide wholesale transmission service to the project.

Construction works are scheduled to commence by May 24, 2020, and completed by May 24, 2023.
