A joint venture of National Thermal Power Corporation Ltd (NTPC) and Bihar Power Infrastructure Co. Pvt Ltd (BPIC), through a project proponent lead, Lakhisarai Bijlee Company Pvt. Ltd (LBCPL), is planning to undertake the coal-based thermal power plant project in Bihar, India.
The project involves the construction of a 1,320MW coal-based thermal power plant with two units of 660MW each.
It includes the construction of a coal washing unit, water transmission pipelines, raw water storage tanks, switchyard for power evacuation and a powerhouse, the installation of turbines and generators, and the laying of transmission lines.
The plant will utilize 6.25MMTPA coal and 100 cusecs water from River Ganga to generate 1,320MW of power.
The Bihar Government offered the requisite land, water and other such infrastructure for the project. Fitchner Consulting Engineers has been appointed to prepare the detail project report (DPR).
Sutlej Jal Vidyut Nigam Limited (SJVNL) has registered their interest in the proposed project.
In August 2011, NTPC released tender for Build Own Operate (BOO) contract with submission deadline December 14, 2011. However, no bidder has shown their interest in the proposed project due to lack of coal linkage approval.
On February 22, 2014, a memorandum of understanding (MoU) was signed among Bihar State Power Holding Company Ltd (BSPHCL) and NTPC to take over LBCPL, a subsidiary of BSPHCL, by contributing 74% of the share of investment for setting up the project.
IL&FS Energy Development Company has been appointed as the lead consultant.
On February 22, 2016, MoU was expired.
As of May 2016, the central government was willing to sign MoU again with NTPC.
The project is moving at the slow pace, due to the delays in allocation of coal blocks by the central government.
The project involves the construction of a 1,320MW coal-based power plant at Kajra village in Lakhisarai district of Bihar, India.
The US$1,485 million project includes the following:
1. Construction of 660MW power plant under Unit I
2. Construction of 660MW power plant under Unit II
3. Construction of coal washing unit
4. Construction of water transmission pipelines
