Numaligarh Refinery Ltd (NRL), a joint venture of Bharat Petroleum Corporation Ltd (BPCL), the government of Assam and Oil India Ltd, is planning to undertake the Numaligarh Refinery Expansion project in Assam, India.
The project involves expansion of an oil refinery from 3 to 9 million tonnes per annum (MTPA). It will include the construction of a 28-inch diameter, a 1,400km crude oil pipeline from Dhamra Port in Odisha to Golaghat in Assa, and a 75MW captive power plant.
The project will include the construction of coolers, a distillation unit, a condensate unit, a storage facility, a powerhouse and a substation, the installation of waste heat recovery boilers, atmospheric fluidised bed combustion, generators, turbines, and other related facilities.
Engineers India Ltd (EIL) was appointed as a study consultant. EIL's scope of work is to provide detailed feasibility reports (DFR) for the project.
In June 2015, NRL board given approvals for the expansion and the project is yet to be approved by BPCL board.
On April 16, 2017, Numaligarh Refinery Ltd (NRL) signed a memorandum of understanding (MoU) with Paradip Port Trust (PPT) and Indian Oil Corporation Ltd (IOCL) for imports of crude oil through the major port.
The Project is slated for completion by 2020.
