NRG Energy (NRG) plans to undertake the construction of an energy center in California, the US.
The project involves the construction of a 558MW natural gas power plant on 38.4ha of land. It includes the construction of a powerhouse, a substation and access roads, the installation of turbines, generators and transformers, and the laying of transmission lines.
In May 2012, NRG obtained a permit from the California Energy Commission.
San Diego Gas & Electric (SDG&E) is in direct negotiations with NRG to develop the natural gas power plant, where SDG&E agreed to buy power generated from the plant. However, the necessary regulatory approvals are required to go ahead with the development of a new gas power plant on the existing Encina Power plant site.
Aspen Environmental Group has been appointed as study consultant.
On July 21, 2014, SDG&E formally requested permission from the California Public Utilities Commission (CPUC) to enter into a power purchase agreement (PPA) with NRG for the development of the project.
In March 2015, the CPUC rejected the utility plan to buy electricity from the proposed project.
In May 2015, the project secured planning approvals from CPUC.
Burns & McDonnell and ARB Inc., in a joint venture named Carlsbad Power Constructors, have been appointed as EPC contractors for the project.
NRG signed a 20-year long-term agreement with San Diego Gas & Electric (SDG&E) to build, own and operate the plant and General Electric (GE) has been appointed as the supply contractor for the project.
In September 2016, the State Appeals Court agreed to review the CPUC decision and are reviewing the CPUC approvals. However, the project is facing delay due to legal issues.
As of March 2017, construction works are underway and expected to be completed by 2019.
