North Oil Company Qatar (NOC), a joint venture of Qatar Petroleum (QP) and Total S.A. (Total) is planning to undertake the construction of Al Shaheen Refinery project in Qatar.
The project involves the construction of a refinery with capacity of 250,000 barrel per day (BPD) and is planned to be implemented as two phases. The first phase includes the construction and operations of a hydrocracker and a crude distillation unit (CDU). The second Phase includes the construction of fluidised catalytic cracking unit (FCCU).
It includes the construction of a crude oil pipeline and export facilities and the installation of naphtha hydro-treaters and splitters, twin catalytic reformers, isomerization units, distillate hydro-treaters, vacuum distillation units, hydrocrackers, fluid catalytic crackers.
A crude oil transport pipeline from the Al Shaheen field to Mesaieed Industrial City was also planned, including a 90km offshore section, a 110km onshore section and also other required import - export infrastructure at Mesaieed.
Jacobs Engineering, in conjunction with Beicip of France has been appointed to undertake pre-front-end engineering and design (Pre-FEED) work on the Al Shaheen refinery project.
In August 2007, Technip was appointed as the FEED and project management consultant (PMC) for the project. The technology required for the refining process will be supplied by Axens IFP Group Technologies, Black & Veatch, MECS, Haldor Topsoe, Stratco Dupont and UOP.
In January 2008, Tenders were issued for Engineering, Procurement and Construction (EPC) contract and companies including Daelim Industrial Company, GS Engineering & Construction, Hyundai Engineering & Construction Company and SK Engineering & Construction, Technip of France, Foster Wheeler and Washington Group International have registered their interest for the project.
In May 2010, the project was placed on hold due to escalation in project cost.
In June 2016, Total signed a licensing agreement acquiring 30% stake with QP for a period of 25 years starting from July 14, 2017.
In May 2017, Ramboll Oil & Gas was appointed to undertake pre-front-end engineering and design (Pre-FEED) work.
The project involves the construction of refinery plant with capacity of 250,000bpd at Mesaieed Industrial City (MIC) in Qatar.
