Summary

National Highways Authority of India (NHAI) is planning to undertake the construction of the Srinagar Stand Alone Outer Ring Road project in Jammu and Kashmir, India.

The project involves the construction of a 61.92km ring road, it passes through tehsils of Samba, Jammu, R S Pura and Bishnah. The proposed road width is 60m in plain section and 45m in hill section. The project will be developed in phases.

The first phase involves the construction of a 34.72km road starting at Galender and will meet the National at Narbal Junction. It includes the construction of 155 culverts, two road-over-bridges, two flyovers, five major junctions, 17 minor junctions and one Toll Plaza.

The second phase involves the construction of a 27.2km road starting at Narbal and meets the National Highway in Ganderbal. It includes the construction of 135 culverts, five major junctions, and nine minor junctions.

The project will be implemented through Public Private Partnership (PPP) on Design, Build, Finance, Operate and Transfer (DBFOT)/BOT basis in BOT (Build, Operate, and Transfer) mode of delivery for concession period.

The Authority has decided to carry out the process for selection of a Technical Consultant, a Financial Consultant and a Legal Adviser for preparing the Feasibility Report and bid documents. A tender was launched in September 2011 for the appointment of technical consultant for preparation of feasibility and preliminary design report on the project.

Louis Berger Consulting Private Ltd has been appointed as the technical consultant for preparation of feasibility and preliminary design report on the project which was completed in July 2013.

In July 2014, NHAI is in the process of finalizing the term of reference (ToR) with the concerned authorities for the construction of the proposed project.

Land acquisition activities are underway.

Scope

The project involves the construction of a 61.92km stand alone outer ring road in Srinagar, Jammu and Kashmir, India.

The US$273 million project includes the following:

1. Construction of 34.72km road from Galender to National at Narbal Junction in the first phase

2. Construction of 155 culverts in the first phase

3. Construction of two road-over-bridges in the first phase

4. Construction of two flyovers in the first phase

5. Construction of five major junctions in the first phase

6. Construction of 17 minor junctions and one Toll Plaza in the first phase
