Summary

Nepal Electricity Authority (NEA) and China Three Gorges Corporation (CTG) are planning to construct a hydroelectric power plant on the West Seti River in Doti District, Nepal.

The project involves the construction of a 750MW hydroelectric power plant. It include the construction of a substation, storage facilities, access roads, a reservoir and related facilities, the installation of generators, turbines, transformers and power control units, and the laying of transmission lines.

On February 29, 2012, MoE and CTG signed a memorandum of understanding (MoU) to develop the project under public-private partnership basis.

CWE Investment Corporation (CWE), a subsidiary of CTG has been appointed as developer.

On December 17, 2014, Shanghai Investigation Design & Research Institute (SIDRI), an affiliate of CTG, completed the field study for the project.

On April 14, 2015, CWE received approval from Investment Board Nepal (IBN) for the project development. CWE also received the final approval.

PS Construction Company has been appointed as contractor to construct rooms for staff and office purpose.

The project is expected to secure funding primarily by CTGC and the Export-Import Bank of China.

On January 16, 2017, NEA agreed to a joint venture (JV) with CTGC for the project development. The final agreement was signed on November 16, 2017.

In January 2018, the JV is proposed to be cancelled due to differences over the power purchase rate issued by the Energy Ministry and approved by the NEA board in January 2017. IBN is planning to hold talks with both NEA and CTGC to resolve the issue.
