National Development and Innovation Committee (NDIC) is planning to construct an industrial complex in Dornogobi Province, Mongolia.
The project involves the construction of an industrial complex. It includes the construction of a cement plant, an oil refinery, a coke plant with a capacity of 2.2 million tonnes per annum (MTPA), an iron pellets plant, a HBI / DRI Plant, a coal gasification plant, a copper smelter and a power plant.
In September 2010, NDIC issued tenders for technical consultants and legal consultants.
Four companies including Bechtel, Fluor, Worley Parsons and Hatch submitted bids for the technical consultancy services contract.
A consortium of Hogan Lovells and Lee & Lee, as well as Liberty Partners consortium including BNP Paribas, McKinsey and Pillsbury submitted bids for the legal consultancy services contract.
In June 2011, Bechtel appointed as technical consultant to provide master plan, preliminary technical and economic justifications reflected in the industrial’s master plan, versions of contracts on erecting the factories, financing structure and its plan.
In June 2012, the parliament of Mongolia approved the master plan of the industrial complex.
In March 2013, Trade and Development Bank of Mongolia agreed to finance the US$10 million to conduct an environmental evaluation of the location, plans, and counselling and advisory services for the project.
Fluor has been appointed as project management contractor (PMC), MCC Tiangong Group Corp Ltd and ACRE Coking & Refractory Engineering Consulting Corp. as study consultant and Signum Industrial Corporation as the associate developer for the project.
In April 2014, Aspire Mining signed an agreement with a Mongolian Government to supply coal for the project.
In June 2017, the Mongolian Government(MG) approved a plan to sell to private developers 66% of the project worth about US$4000 million to build a power distribution network and a waste water facility.
Planning activities are underway.
