In August 2009, KPMG and McKinsey & Company were appointed to undertake implementation study for the project.

In May 2010, IBM was appointed as information technology (IT) infrastructure hosting provider for the project.

In October 2010, Nokia Siemens Networks was selected to supply optical transmission equipment for the project.

In September 2011, Syntheo, a joint venture of Service Stream and Lend Lease Group, was awarded design-build contract for the project. The contract is for an initial two-year term worth up to US$174 million, with an option of a further two years bringing the total potential value to US$484 million.

In July 2012, ViaSat Inc. was awarded the contract to provide ground-based communications, network management, and data processing systems for the Long Term Satellite Service component of the project and to supply consumer satellite terminals, including broadband modems and antennas.

Construction activities are underway and are scheduled to be completed by the fourth quarter of 2020.

The US$1,200 million project includes the following:
