The Ministry of Industry and Trade Vietnam (MoIT) is planning to construct the Dung Quat Coal Fired Power Plant project in Quang Ngai province, Vietnam.
The project involves the construction of a coal-fired power plant with a capacity of 1,200MW on 85ha area.
It includes the construction of a powerhouse, sub-stations and other related facilities, the installation of transformers and generators, and the laying of transmission lines.
Sembcorp Utilities (SCU) has been appointed by the Vietnamese government to develop a build-operate-transfer arrangement basis for 25 years.
Construction Consultation JSC for Maritime Building (CMB) and Power Engineering Consulting Company 1 (PECC1) was appointed as study consultants.
In January 2012, SCU and People’s Committee of Quang Ngai Province (Quang Ngai PC) have signed a memorandum of understanding (MoU) to conduct the feasibility study for the development.
In April 2012, SCU has received an in-principle approval from Vietnam's Quang Ngai provincial government for development.
In May 2013, SCU received approval from the Vietnamese government to include the power plant as a part of Dung Quat Economic Zone master plan.
In September 2013, a MoU was signed between the General Department of Energy (GDE) under the Ministry of Industry and Trade and SCU.
The government is currently relocating the households in the project area to a chosen 200ha area in Van Tuong urban. The project development activities will commence after the relocation process. The plant’s first generator will start commercial production in September 2020, and the entire plant will become fully operational in March 2021, generating 7 billion kWh of electricity every year.
In June 2016, further development activities on the project were delayed until 2020, citing environmental issues.
