Summary

The Ministry of Energy (MOE), Democratic Republic of the Congo, Government of Rwanda, the Energie des Pays des Grands Lacs (EGL) and the Sithe Global / IPS consortium are jointly undertaking the Ruzizi III Hydroelectric Power Plant project in South Kivu, between Rwanda and Democratic Republic of the Congo.

Energie des Pays des Grands Lacs (EGL) is the energy affiliate of the ECGLC.

The project involves the construction of a 147MW hydroelectric power plant, head race tunnels, the installation of turbines, generators, transformers, transmission lines and other related activities.

The technical feasibility study, financed by the European Commission, is being undertaken by Fichtner GmbH and consortium comprising Sofreco, RSW, Mercados.

The African Development Bank Group (AFDB), the European Union and the World Bank are financing the project together.

In September 2014, a PPP contract was signed between The Ministry of Energy (MOE), Democratic Republic of the Congo, Government of Rwanda, the Energie des Pays des Grands Lacs (EGL) and the Sithe Global / IPS consortium for the project development, as a result of deliberations and negotiations that began in 2012.

In January 2016, African Development Bank(BAD) provided US$138 million funding for the project.

On September 15 and 16, 2016, a consultation meeting was held in Goma, legal adviser of EGL and contracting states, expert of the technical assistance facility of the European Union for sustainable energy for all (TAF-EU SE4ALL) and EGL representative were at the meeting to discuss implementation agreement as well as the technical annexes to the common power purchase agreement.

On February 17, 2017, a second consultation meeting was organised in Goma in the presence of delegates of the EGL, representatives of Ministries in charge of energy, representatives of Ministries in charge of Finance, representatives of national electricity companies and delegates of CEPGL and SINELAC to analyze the documents prepared in the framework of the management of the Ruzizi River Cascade and Tripartite agreement.

Planning activities are underway.

Scope

The project involves the construction of a 147MW hydroelectric power plant on Ruzizi River in South Kivu between Rwanda and Democratic Republic of the Congo.

The US$650 million project also includes:
