The Ministry of Transportation, Ontario (MTO) and Infrastructure Ontario (IO) are planning to undertake the construction of Highway 427 North Expansion project in Ontario, Canada.

The project involves the construction of a 6.6km highway connecting Major Mackenzie Dr. in Vaughan and Zenway Boulevard.

The project includes the construction of three new interchanges at Langstaff Road, Rutherford Road and Major Mackenzie Drive, nine bridges and protection for a future transitway and transit stations along the west side of the highway.

The project also includes the construction of six lanes from Highway 7 to Rutherford Road, four lanes from Rutherford Road to Major Mackenzie Drive and three interchanges at Langstaff Road, Rutherford Road and Major Mackenzie Drive.

The project will be funded by the Government of Ontario.

MMM Group (formerly McCormic Rankin Corporation) has been appointed as the environmental consultant, KLM Planning as the planning consultant for the project.

On July 13, 2015, MTO and IO have issued a request for qualifications (RFQ) to design, build, finance and maintain (DBFM) the project.

From a request for qualifications process that began in July 2015, six interested bidders submitted proposals that outlined their qualifications for the project, out of which three highest scoring teams have been shortlisted. The following are the prime team members. 427 Link: Plenary, AECON, Walsh and Hatch Mott MacDonald; Blackbird Infrastructure Group: Cintra, CRH, Ferrovial, Agroman, Dufferin, AIA Engineers, Urban System Ltd,; Link 427 : ACS, Dragados, Miller Construction, BOT, MMM Group.

On March 3, 2016, MTO and IO issued a request for proposals (RFP) to the three teams shortlisted to design, build, finance and maintain (DBFM) contract.

On January 25, 2017, MTO and IO have selected LINK 427's team as the preferred bidder for the project.

LINK 427's team includes:

Developer: ACS Infrastructure Canada Inc. and Miller Miller Constructions Inc
Construction: Dragados Canada Inc., Miller Infrastructure and Bot Construction Ltd.
Design: MMM Group Ltd. and Thurber Engineering Ltd.
Maintenance: ACS Infrastructure Canada Inc. and Miller Constructions Inc

MTO and IO are in the process of finalizing the contract with link 427's team, expected to finalize by March 2017.

In March 2017, link 427's team was awarded the DBFM contract.

Construction works are expected to commence in 2017 and to be completed by 2021.
