The Ministry of Roads & Highways (MRH) and Ghana Highway Authority (GHA) are undertaking the Accra-Tema Motorway Expansion project in Ghana.
The project involves the expansion of the 19km stretch of road from the Tetteh Quarshie roundabout in Accra to the Tema Harbour into a six-lane highway.
The project will include the replacement of existing 150mm reinforced concrete slabs with 200mm ones; provision of two-lane service roads on both sides of the motorway with Asphaltic Concrete surfacing; provision of 200 – 300mm crushed rock base on the service roads; and provision of 200 – 300mm natural gravel sub-base on the service roads.
The project will also include the construction of interchanges to accommodate the link roads from Trassaco Valley, the Accra Abattoir territory, Sakumono, Nungua and Ashaiman and the construction of the other related facilities.
The project will be undertaken on a Public-Private Partnership (PPP) basis. The Ghana Ports and Harbours Authority (GPHA) has been appointed to manage the project.
The private partner selected for the project would toll the motorway for a number of years to recoup the investment, after which the road would be handed over to the government.
In March 2013, GPHA issued an international competitive tender that attracted the interest of about 53 internationally recognized entities and joint ventures, but only 21 bidders were pre-qualified and issued with tender documents after evaluation of Expressions of Interest (EOI).
On January 27, 2014, GPHA received seven valid bid offers for the project from major contractors and joint ventures from China, Belgium, Switzerland/Israel, Netherlands, Portugal and a Ghanaian company.
In February 2014, GPHA appointed Louis Berger SAS and Transtech Consult as the lead consultants for the project.
In January 2015, GPHA opened seven bids received for the development of the project.
On May 12, 2015, Meridian Port Services (MPS) signed a Memorandum of Understanding (MoU) with Ministry of Roads & Highways (MRH) to fund the project.
As of June 2016, Ghana Ports and Harbours Authority plans to sign an agreement with MPS to select a contractor.
MPS has appointed Associated Consultants Ltd as the project managers and Sinohydro Ltd as the contractor for the Tema roundabout project.
On October 10, 2016, Construction works to create slipways on the Accra to Tema end of the Motorway roundabout has begun.
Construction works are underway.
