The Ministry of Regional Development and Public Works (MRDPW) is planning to undertake the Ruse to Svilengrad Toll Road project in Bulgaria.
The project involves the construction of a four-lane, 300km highway connecting from Ruse to Svilengrad via Veliko Tarnovo. The highway is being implemented in multiple sections, where the first 110km section stretches between Ruse and Veliko Tarnovo with value of US$653 million.
The project includes the construction of dual carriageway road, culverts, overpasses, bridges, and related infrastructure facilities, and the installation of safety systems and sign boards.
The Ministry is planning to implement the project through a public-private partnership, which will allow the investor to collect toll taxes for 35 years.
In early 2013, Patproject 2000 Ltd was appointed as a study consultant for the first section.
In February 2015, Road Infrastructure Agency (RIA) announced US$2.3 million funding for preliminary and technical design works for the first section.
On March 27, 2015, RIA issued tender for design contractor with the submission date of May 19, 2015; the scope of work includes preparing conceptual design and a report on the compatibility assessment of environmental impact (EIA) for the first section.
11 contractors were shortlisted and among them Inzhkonsultproekt Ltd has been appointed as the design contractor with a contract value worth US$40,475. Initially, the company has developed three alternative routes to the current class road in which two of them got rejected.
In November 2015, Chinese companies expressed interest in developing the project.
In July 2016, conceptual design for the first section was completed.
In February 2017, MRDPW is in the process of finalizing the EIA.
In January 2018, Ministry Of Environment and Water approved the EIA.
As of February 2018, Project is facing delay due to local opposition and construction work are expected to be completed by 2022.
