The Ministry of Public Works and Transport of Laos (MPWT) is planning to undertake the construction of Express Railway Line project between Laos Savannakhet province and Vietnam's central border-gate province of Quang Tri's Lao Bao.
The project involves the construction of a 220km electrified express railway line of width 1.4m, running from Savannakhet province to the Lao Bao border gate.
The project includes the construction of a rail gauge, supportive tracks, maintenance buildings, and the installation of locomotives and equipments.
In 2008, the Giant Consolidated Limited (GCL), through its sister company Giant Group Limited (GGL), signed a memorandum of understanding (MoU) with the Ministry of Public Works and Transport (MPWT) to undertake the survey and feasibility study on the project.
Digimap Sdn. Bhd has been appointed as project management consultant while theTMK Holdings Sdn. Bhd to undertake the design and construction of System, Mechanical and Electrical works and to undertake the design, construction and completion of civil engineering, trackworks and buildings.
In November 2012, a master agreement to develop the project was signed between the Lao's government and GCL. As per the agreement, GCL will implement the project through its subsidiary Giant Rail Company Ltd (GRLC) on Build, Operate, and Transfer (BOT) basis.
China Railway Siyuan Survey & Design Group Co has been appointed to undertake detailed design works on the project.
In April 2013, Giant Consolidated Limited received US$5,000 million of financial assistance from the New Zealand financial institute Rich Banco Berhad to fulfill the construction of a 220km high-speed railway. The funding was provided by Rich Banco Berhad, Malaysia, owned by Rich Ban-Corp Holding based in Hong Kong.
On December 18, 2013, a ground breaking ceremony held.
MPWT are in the process of finalizing all procedures and related works for the project implementation and simultaneously, site preparation works are underway. Subject to the completion of required procedures, a report will be sent to the Lao government for consideration and final approval and following which, construction works will commence.
