Summary
The Maharashtra Housing and Area Development Authority (MHADA) is undertaking the BDD Chawls Redevelopment project in Maharashtra, India.
The project involves the construction of 26,000 houses on a 37ha by demolishing 208 chawls in Sewri, NM Joshi Marg, Worli and Naigaum in South Mumbai. The land space includes 34ha in Worli, Naigaon and NM Joshi Marg, and 4ha in Sewri. The redevelopment also involves rehabilitation of around 16,000 homes including policemen and government staff. The project will be developed in multiple phases.
The project includes the transformation of 1,858,061m2 of a sale-able area. It includes the construction of retail units, pavements, on-site and off-site infrastructure such as roads, open spaces, landscaping, demolition of existing structures and logistics involved in the rehabilitation of the current occupants.
The first phase of the project includes the construction of 1,200 housing units comprising 2BHKs and 3BHKs.
1. NM Joshi area includes the construction of four buildings with 47 floors each comprising two for higher-income groups and two for middle-income groups, 14-storey commercial tower, and 14 buildings of 22 floors each will be built to house existing tenants, commercial shopping space on the ground floor, three basements, as well as a ground and podium parking. The development will replace 2,560 homes.
2. Naigaon area includes the construction of 20 residential towers with 19 to 23 floors comprising 3 basements and ground floor for rehabilitation, a separate 20 storey building with three basements for commercial use, and four high-rise buildings with three basement and 72 floors each for the sale component. The development will replace 3,344 homes.
In June 2010, the project secured in-principle approval from the Government of Maharashtra.
In August 2014, the project was put on hold due to political issues. However, in January 2015, the MHADA revived project plans.
In June 2015, a planning application was submitted to the council.
In March 2016, P K Das and Associates has been appointed as the architect for the roadmap.
On March 18, 2016, State Cabinet approved the project and proposal forwarded to a high-power committee headed by the Chief Secretary of the state.
In September 2016, MHADA received approval from the state high-power committee for BDD structures at Naigaum, and Parel (except Worli).
On December 28, 2016, MHADA floated a construction tender for the redevelopment of 4.7ha area at NM Joshi and 6.2ha at Naigaon BBD Chawl.
In January 2017, pre-bidding meeting held on January 12, 2017 and January 25, 2017, in which 17 developers shown interest for the development of NM Joshi Marg and Naigaon area. Few of interested developers are L&T, Shapoorji Pallonji, Shirke Construction, GSK, SCC and Vascon Engineers.
MHADA received the environment clearance certificate from the State Expert Appraisal Committee (SEAC) constituted by the Union Ministry of Environment, Forest, and Climate Change (MoEFCC) in January 2017.
On February 13, 2017, the developers submitted bids for the construction works and were opened on February 14, 2017.
On March 21, 2017, MHADA awarded a design and construction contract to The Larsen & Toubro (L&T) worth US$447million, and Shapoorji Pallonji for the project.
L&T will redevelop BDD chawls at Naigaon, Dadar and Shapoorji Pallonji Group to redevelop BDD chawls at NM Joshi Marg, Lower Parel. The contract also includes the development of the on-site and off-site infrastructure such as roads, open spaces, landscaping, demolition of existing structures and logistics involved in the rehabilitation of the current occupants.
In April 2017, tender for construction contractor on Worli was issued with submission deadline as June 2017. However, the submission deadline was extended to July 15, 2017.
On April 24, 2017, ground breaking ceremony was held marking the start of construction.
Construction activities are underway on NM Joshi Marg and Naigaum and tender activities are underway on Worli.
