The Ministry of Geology and Mines, Angola (MGM) and a consortium Clear Stone, formed by OCPÁfrica and Haldortopsoe are planning to construct a fertilizer plant in Soyo, northern Zaire province, Angola.

The project involves the construction of a granulating unit, a cooling unit, a screening unit, a prilling unit, storage unit, and administrative rooms.

In 2011, Japan Bank for International Cooperation (JBIC) has expressed intention to finance the project.

A Japanese consortium, formed by Sojitz Corporation, Mitsubishi Heavy Industries, Toyo Engineering and Sumitomo Corporation and the Ministry of Geology, Mining (MGM) of the Republic of Angola have signed an early work agreement covering a portion of the engineering work (plant basic design, preparation of engineering documents and contracts, site surveys, and other work) for an ammonia and urea fertilizer plants.

The proposed plant will take four years to build and is adjacent to Angola’s liquefied natural gas (LNG) plant site at Soyo in northern Zaire province.

In July 2016, the project was presented to the governing authorities.

Planning activities are underway.


The project involves the construction of a fertilizers production unit at Soyo, Zaire province, in Angola.

The US$2,000 million project includes the following:

1. Construction of a granulating unit

2. Construction of a cooling unit

3. Construction of a screening unit

4. Construction of a prilling unit

5. Construction of a storage unit

6. Construction of administrative rooms
