Summary

Ministry of Energy and Industry of the Kyrgyz Republic (MEIK), Ministry of Energy and Water (MEW), Ministry of Water & Power, Pakistan (MOWP) and Ministry of Energy and Water Resources, Tajikistan (MEWR) is undertaking the construction of an 500KV HVDC Transmission Line in Kyrgyzstan-Tajikistan-Afghanistan-Pakistan.

The project involves the construction of a 1,222km 500kv HVDC Transmission line from Datka in Kyrgyzstan to Sangtuda in Tajikistan to Kunduz in Afghanistan to Nowshera in Pakistan.

The project is planned to be developed in two phases. The first phase involves the construction of a 477km 500kv transmission line from Kyrgyzstan to Tajikistan and the second phase involves the construction of a 750km line from Afghanistan to Pakistan.

It includes the construction of 1300MW-each AC-DC Convertor Stations at Sangtuda and Nowshera, installation of coupling device, carrier terminal equipment, protection coupler, HF Cable and HF Coupler and transformers.

The project construction will be undertaken in different packages:

On June 6, 2015, Tenders for Packages TW03 were issued for the Supply and Installation of Transmission Lines in Afghanistan with submission deadline of July 9, 2015.

On October 23, 2015, Requests for Qualification (RFQ) were issued for Packages TW02, TW04 & TW05 for the Supply and Installation of Transmission lines in Pakistan, Tajikistan and Kyrgyzstan associated with the project, with a submission date of December 23, 2015.

Package TW02 is for the Supply and Installation of Transmission lines in Pakistan, Package TW04 for the Supply and Installation of Transmission lines in Tajikistan and Package TW05 for the Supply and Installation of Transmission lines in Kyrgyzstan.

ECODIT LLC has been appointed as Environmental Consultant and SNC-Lavalin International Inc. as feasibility consultant.

In January 2017, tenders were issued for Design, Supply and Installation supervision with the submission deadline of February 16, 2017.

Tenders for Packages TW02, TW04 and TW05 were issued with a submission date of April 22, 2017. However, the due date was later extended to May 15, 2017.

On May 15, 2017, nine pre qualified companies (undisclosed) submitted their proposals for Packages TW02, TW04 and TW05.

On July 24, 2017, tender for Package TW06 for the Supply and Installation of Transmission Lines and associated bay extensions in Tajikistan and Kyrgyzstan were issued with a submission deadline of September 22, 2017.

Tender activities are underway.

Scope

The project involves the construction of a 1,222km 500kv HVDC Transmission from Datka in Kyrgyzstan to Sangtuda in Tajikistan to Kunduz in Afghanistan to Nowshera in Pakistan.

The US$873 million project includes the following:

1. Laying of a 477km 500kv transmission line from Kyrgyzstan to Tajikistan in the first phase

2. Laying of a 750km 500kv transmission line from Afghanistan to Pakistan

3. Construction of a 1300MW AC-DC Converter Station at Sangtuda and Nowshera

4. Construction of HF Cable and HF Coupler

5. Installation of carrier terminal equipment

6. Installation of 220 kV switchyard

7. Installation of a coupling device

8. Installation of transformers
