Millennium Bulk Terminals-Longview LLC (MBTL) is planning to undertake the construction of coal export facilities at the land adjacent to the existing coal operations base located near the Port of Longview in Cowlitz County, Washington, the US.
The project involves the construction of coal transport infrastructure across 168.34ha site planned to be developed in two phases. First phase of the development is expected to export 25 million tonnes (MT) of coal in 10 train trips, while second phase completes with a targeted capacity to export 44MT in 16 train trips.
The development will include the construction of coal export terminal, quay walls, rail lines and other related infrastructure; the installation of a processing train.
MBTL has an application for authorization from the United States Army Corps of Engineers, a 401 water quality certification from the Washington State Department of Ecology, and for a Shoreline Substantial Development permit in February 2012.
In April 2013, ICF International was appointed as the environmental consultant for the proposed project.
Berk consulting has been appointed for Economic study on the project.
In January 2015, MBTL submitted planning application to concern authorities.
On April 29, 2016, The Washington Department of Ecology and Cowlitz County release a draft Environmental Impact Statement (EIS).
In June 2016, project is facing opposition from residents and Department of Ecology will be taking public comment on the draft environmental impact statement through June 13, 2016.
In September 2016, U.S. Army Corps of Engineers (Corps) released a Draft Environmental Impact Statement (EIS) for the project and public consultation period has been initiated from September 30 -November 29, 2016.
The Final EIS was issued April 28, 2017.
In May 2017, the BNSF Railway has appealed an environmental review of a coal-export terminal.
