Middle Airports Corporation (MAC) is planning to undertake the Chu Lai International Airport project in Quang Nam, Vietnam.

The project involves the construction of an international airport with an annual capacity of 2.25 million passengers and 1.5 million tonnes of cargo by 2015, and 4.1 million passengers and 5 million tonnes of cargo by 2025 on a 2,006ha of land.

The project will be developed in four phases.n the first phase until 2020, the terminal will be built with an annual capacity of 4-5 million passengers. The existing runways and parallel taxiways will be expanded to handle large aircraft.

The passenger terminal will get a facelift to achieve an annual capacity of 8-10 million passengers a year during phase 2 (2020-2025). In this stage, the apron will be expanded, and a hangar, a cargo station and a logistical area will be developed.

During phase 3 (2025-2030), two other hangars will be built, with an accompanying system of taxiways and parking slots. The cargo station will be further expanded in this period.

For the last phase (after 2030), Vietjet proposes construction of a new runway to the east and the second passenger terminal with a capacity of 10 million passengers per year, along with new hangars, cargo terminal and logistical area in the northwest.

The project includes the construction of runways, security and baggage claim counters, administrative building, office blocks, retail units, cafe, restroom and parking facility, and the installation of security alarms and safety systems.

The project will be developed on the BOT basis.

In April 2009, Garuda Group has signed a memorandum of understanding (MoU) with Chu Lai Aviation Port and Chu Lai Economic Zone’s management board to carry out a feasibility study for the project. It was also in plans to cooperate with US-based Airis Holding LLC to develop the project.

In October 2011, United States Trade and Development Agency (USTDA) has signed a grant agreement US$538,000 to develop the Chu Lai International Airport. A feasibility study was funded by the grant under USTDA grant agreement.

Garuda Group has failed to complete the feasibility study of the project as scheduled and Airis Holding LLC has not shown interest to join hands with Garuda as the investment plan was not found feasible.

In January 2012, USTDA has issued a tender for the preparatory study works contractor with a submission deadline as on March 1, 2012.

In April 2013, Parsons Brinckerhoff was appointed as the study consultant.

In Q1, 2016, the Ministry of Transport has approved Thiên Tân Group as an investor and invested US$1,000 million. JK & D International Group, Ltd. has been appointed as a strategic partner.

In March 2017, Vietjet Aviation Joint Stock Company (Vietjet Air) has been appointed as study consultant for the project.

Study activities are underway.
