Lunzua Power Authority (LPA) and Global Lake, an entity under CDC Group (CDC) are planning to undertake the construction of a hydropower plant in Northern Province of Zambia.
The project involves the construction of a hydropower plant with an installed capacity of 96MW. It will include the construction of a powerhouse, an intake tunnel, a penstock and a substation, and the installation of turbines, generators and transformers, and the laying of transmission lines.
In August 2011, the Ministry of Energy and Water Development signed an agreement with Lunzua Power Authority to carry out the development of hydropower projects in the country.
China National Electric and Engineering Company (CNEEC) has been appointed as the construction contractor and Knight Piesold as a lead consultant for the project.
Knight Piesold was retained by Lunzua Power Authority as their Owner’s Engineer, providing technical assistance to secure the concession and rights to develop the project.
Nova Capital & PWC has been appointed as a financial advisor, Corpus & DentonWildeSapte as a legal advisor and Zulu Burrows as an environmental consultant.
The project is being funded by Development Bank of Southern Africa (DBSA).
Feasibility studies have been completed, an implementation agreement (IA) was signed on August 22, 2015.
The project was delayed for 10 years, the government wanted to terminate the contract signed with LPA because of lack of implementation timelines and no capacity to develop the project.
In March 2017, LPA has engaged Global Lake of the Commonwealth Development Corporation (CDC) as an equity partner.
In April 2017, LPA and Zesco Ltd has signed the power purchase agreement.
The project is awaiting environmental approval (EA) from the Zambia Environmental Management Agency (ZEMA).
Construction works are scheduled to commence in July 2018 with scheduled completion by October 2022.
The project involves the construction of a 96MW hydroelectric power plant at Kabwelume Falls in Zambia.
The US$270 million project includes the following:
1. Construction of a power house and a substation
2. Construction of intake and outfall tunnels
3. Construction of spillways and penstocks
4. Construction of reservoir or dam structures
5. Construction of access roads and other infrastructure
6. Laying of the transmission lines
7. Installation of the turbines, transformers and generators
