Kerala State Maritime Development Corporation (KSMDC), a public sector company of Government of Kerala, is planning to undertake the Azhikkal Port Development project in Kannur district, Kerala.
The project involves the construction of two terminals on 34.3ha of land comprising a US$14.9 million multi-purpose terminal for handling general cargo as first module on 26.3ha of land and US$15.3 million dedicated cement terminal for handling cement products and related cargo as second module on 8ha of land. Both the modules will be developed in two phases each.
It will include the construction of a 225m berth, warehouses, ship parking facilities, distribution centers, railway lines, container loading and unloading facilities, roads, administration buildings, and parking facilities and the installation of heavy cranes.
In 2011, tenders were announced, seeking a private partner to develop the port through public-private partnership (PPP).
In July 2011, Deloitte India Ltd was appointed to revise the earlier Detail Feasibility Report (DFR) in the light of reluctance on the part of investors.
In March 2012, pre-bid meeting was held for prospective bidders participating in the global tender for developing the port through PPP. KSMDC has re-tendered bids for development of port on build, operate, and transfer (BOT) basis through the PPP mode with last submission date of the tenders as March 30, 2012. However, no bidders were responded.
In April 2014, ABG group was awarded the construction contract to build the cement terminal, however the government later scrapped the tender as ABG group was the sole bidder.
In January 2016, investigation and preparation of master plan was held.
As of March 2017, the process of land acquisition was completed for a 2-km railway corridor between Azhikkal and Valapattanam.
Kerala State Maritime Development Corporation is carrying out dredging work.
As of June 2017, Memorandum of Association and Articles of Association for setting up the Special Purpose Vehicle (SPV) are underway.
